Senator Halford moved and asked unanimous consent for the adoption of the Finance Senate Committee Substitute offered on page 2513. Senator Duncan objected, then withdrew his objection. There being no further objections, SENATE CS FOR CS FOR HOUSE BILL NO. 42(FIN) An Act relating to absentee voting, to electronic transmission of absentee ballot applications, and to delivery of ballots to absentee ballot applicants by electronic transmission, and enacting a definition of the term `state election' for purposes of absentee voting; and providing for an effective date was adopted and read the second time. Senator Halford moved and asked unanimous consent that the bill be considered engrossed, advanced to third reading and placed on final passage. Senator Adams objected. The question being: Shall the bill be advanced to third reading? The roll was taken with the following result: SCS CSHB 42(FIN) Advance from Second to Third Reading?
